Cuttings are little plants.
Pros to cuttings:

*  You know you have a plant!
*  The plant may bloom a few weeks before the tuber.

Cons to cuttings:
*  They are a bit more expensive.
*  You need snail bait immediately.
Picture
Tubers are part of the root system, ready to grow a new plant.
Pros to tubers:

*  They are less expensive
*  Sometimes the plant makes more tubers than cuttings do.
*  There might be more than one eye, making more than one plant.  Be careful separating - you need the eye and a tuber to be successful.

Cons to tubers:
* They can rot.
*  Sometimes the eye is not as obvious as the sprout in this photo.
